Blue is considered a primary color in the traditional color model (RYB), meaning it cannot be created by mixing other colors. However, in the additive color model (RGB), blue can be created by combining two other colors. In this model, mixing green and blue in equal amounts results in blue, and in some cases, mixing cyan (a mix of green and blue) with a small amount of green can give a blue appearance.
But, in short, for both pigment and light mixing, blue itself is usually treated as a base color and cannot be created by mixing two other basic colors in the traditional sense.
